Add 'Add a member' page to Dashboard docs

Summary

Adds a new page to the Dashboard Configuration section describing how to add a member to the Fern Dashboard. The page covers:

• Inviting a member: Step-by-step instructions using the <Steps> component
• Changing a member's role: How to update an existing member's role
• Removing a member: How to remove a member from the organization

Also includes:

• Navigation entry in dashboard.yml (placed before "Member permissions" for logical flow)
• A card on the Dashboard overview page linking to the new page
• A changelog entry for 2026-03-12

Review & Testing Checklist for Human

• Verify the Dashboard UI flow matches the documented steps — the invite flow (button labels like "Invite member", role selection, email invitation) was written based on reasonable assumptions but not verified against the live Dashboard. Open the preview and cross-check with the actual Dashboard Members page.
• Check anchor links — the page links to permissions#team-members-by-plan and permissions#role-types. Verify these anchors exist on the permissions preview page.
• Review the overview card — confirm the new "Add a member" card renders correctly on the overview preview page.
