Fix v0.1.2 release metadata

Summary

• bump project metadata and lockfile to 0.1.2 so the v0.1.2 tag can point at a self-consistent release commit
• add a tested release-tag preflight to the Homebrew formula updater
• update the Homebrew formula workflow to validate tag/version before cloning the tap and only require HOMEBREW_TAP_TOKEN when a push is needed
