Missing SHA pin fails guardrails

This PR pins actions/checkout to a full commit everywhere else, but fanout-proto-bump.yml still uses actions/checkout@v7. With ENFORCE_SHA_PINS enabled, check-workflow-security-baseline.sh treats that semver ref as a violation, so the workflow-security guardrails job fails while this file is in the PR diff.
