…etry, integration tests (#1) * Add paved-road platform artifacts: CI/CD, IIS hosting, IaC, OpenTelemetry, integration tests Enriches the base API with the platform-engineering layer: - .github/workflows/ci.yml (build -> test -> coverage -> CodeQL SAST -> Windows sanity build -> IIS publish artifact) + release.yml (tagged IIS + Linux artifacts -> GitHub Release) - .github/CODEOWNERS, dependabot.yml (NuGet + Actions grouping) - src/PesaCore.Api: web.config + IISProfile.pubxml + appsettings.IIS.json (ANCM in-process, security headers, on-prem IIS hosting) - infra/main.bicep (Azure App Service + SQL + Key Vault + App Insights + MI) - OpenTelemetry tracing + metrics in Program.cs (+ packages) - 8 WebApplicationFactory integration tests (full HTTP pipeline) Tests: 47 passing (39 unit + 8 integration). Build clean under -warnaserror. IIS publish verified (win-x64, PesaCore.Api.dll + web.config). * ci: add .markdownlint.jsonc to relax noisy prose rules (MD013/MD040/MD041) The paved-road markdown-lint job flagged the pre-existing README on line-length and bare code fences. Disable those stylistic rules via config so the lint gate enforces substance, not prose wrapping.
