This is a test PR that will not be merged.
It is a variation of #4880 that uses only Team:xxx labels (and :ml) to derive the changelog areas and products.
It uses bundles created in elastic/kibana#258941 to show what the new subsections could look like within the existing release note docs.
Note that the area names are just for testing purposes and need refinement...
