In preparation for the ECS 9.4.0 release, bumping the versions for docs-builder.

Do not merge automatically, will merge on release day.

I'm not sure why some of the CI checks are failing, error is:

Error: 'ecs' does not have a '9.4' entry in link index

I thought I followed all the steps for updating things on the ECS side, but if I missed something, let me know!
