Completed JUnit 5 migration for CodeMiningTest and resolved a NullPointerException in the reconciler thread.

This PR completes the JUnit 5 migration by migrating CodeMiningTest and fixing a NullPointerException in the reconciler.
This PR is based on #3668 and includes those changes.
Resolves #3665.
