Replace the full endpoint documentation with deprecation notices in both registrar.md and openapi.yml. Remove the unused DomainPremiumPrice schema and DomainPremiumPriceAction parameter.

Background
The endpoint
GET /:account/registrar/domains/:domain/premium_pricewas deprecated on 2021-05-18. It was used to check if a domain is premium and retrieve the premium price. It has been superseded by the more comprehensivegetDomainPricesendpoint which provides pricing information for all domain operations.Checklist
