Description

This PR contains all the changes made at the Collaborations Workshop 2026 Hack Day.

It needs to be reviewed before merging into main. These are the relevant PRs:

• Make mysqlclient a production-only requirement #709
• Add the tools, languages and methodologies page #710
• Add fixture to populate database with framework v2.0 #713
• Issue templates refactor #714

Type of change

• Documentation (non-breaking change that adds or improves the documentation)

• Technical work (non-breaking, change which is work as part of a new feature)
• Bug fix (non-breaking change which fixes an issue)
• Breaking change (whatever its nature)

Key checklist

• All tests pass (eg. python -m pytest)
• The documentation builds and looks OK (eg. mkdocs serve)
• Pre-commit hooks run successfully (eg. pre-commit run --all-files)

Further checks

• Code is commented, particularly in hard-to-understand areas
• Tests added or an issue has been opened to tackle that in the future. (Indicate issue here: # (issue))

@TinyMarsh Can you approve this PR? It's a combination of most of the PRs from the CW26 hack day, which were all individually approved on the day. I've brought it up to date with main but can't approve it myself because I opened it.
