tend version: 0.1.10 → 0.1.11

Notable changes:

• tend-mention now skips a no-op session on the bot's own comments — the PAT-based bot User account previously fell through to the engagement heuristics and spun up a handle job the self-loop guard then exited silently (fix(mention): skip no-op tend-mention session on bot's own comments max-sixty/tend#751).
• The bot now responds to actionable self-reviews (a review its review workflow left on its own PR is its reviewer role, not a self-loop) instead of exiting; plain approvals and content-free reviews still exit silently (fix: respond to actionable bot self-reviews instead of self-loop-exiting max-sixty/tend#762).
