Uses a dedicated write-enabled deploy key for generated firmware publication and reduces the publisher GITHUB_TOKEN to contents: read. This enables main ruleset bypass for only the publisher credential because GitHub does not allow the built-in GitHub Actions app as a repository ruleset bypass actor. Adds a regression test for the credential boundary and updates the supply-chain documentation. Verified with 26 unit tests and actionlint 1.7.12.
