Defines strict board sources and a pinned Arduino toolchain; compiles each sketch twice and publishes only the reproducible application Intel HEX; generates v2 manifests and registry board entries with provenance; rejects direct generated-file edits, rename/copy bypasses, and symlink provenance bypasses; supports fork PR validation without executing untrusted code. Verified with 24 unit tests, actionlint 1.7.12, JSON/Python checks, and a real Arduino CLI 1.5.1 plus AVR Core 1.8.8 double compile. Uno R3 result: 11,211 bytes, SHA-256 b177f39bd3dcbbb817b853ba594796d69644e6ce407456f0ce0005b35bd149f1.
