Details

Added support for vsdk V2P decorators and defintion.
Also, updated all dependencies across modules
For now, added dvp-api 1.10.0.dev0 as part of the repo and dependency to requirement.txt. This will be removed once we release a version to testpypi

Testing Done

Tested the changes by updating a plugin and creating a new plugin.
The details regarding plugin testing is added in corroesponding PR in dlpx-app-gate/
