Pull request description:

  Instead of using `0.001` and similar constants to "convert" an int64_t to milliseconds, use the type-safe `Ticks<>` helper. Also, use steady clock instead of system clock, since the durations are used for benchmarking.

  The logging timer has many issues:

  * The underlying clock is mockable, meaning that benchmarks are useless when mocktime was set at the beginning or end of the benchmark.
  * The underlying clock is not monotonic, meaning that benchmarks are useless when the system time was changed during the benchmark.

  Fix all issues in this patch.

Pull request description:

  This pull request is part of the `libbitcoinkernel` project bitcoin#24303 https://github.com/bitcoin/bitcoin/projects/18 and more specifically its "Step 2: Decouple most non-consensus code from libbitcoinkernel". These commits were originally authored by empact and are taken from their parent PR bitcoin#25152.

  #### Context

  There is an ongoing effort to decouple the `ArgsManager` used for command line parsing user-provided arguments from the libbitcoinkernel library (bitcoin#25290, bitcoin#25487, bitcoin#25527, bitcoin#25862, bitcoin#26177, and bitcoin#27125). The `ArgsManager` is defined in `system.h`.

  #### Changes

  Next to providing better code organization, this PR removes some reliance of the tree of libbitcoinkernel header includes on `system.h` (and thus the `ArgsManager` definition) by moving some logging functions out of the `system.*` files.

  Further commits splitting more functionality out of `system.h` are still in bitcoin#25152 and will be submitted in separate PRs once this PR has been processed.

  Starting a fresh node with `-prune=1` causes an integer overflow to happen in `CheckDiskSpace` ([here](https://github.com/bitcoin/bitcoin/blob/f7bdcfc83f5753349018be3b5a663c8923d1a5eb/src/init.cpp#L1633-L1648)) because `nPruneTarget` is to the max `uint64_t` value.

Pull request description:

  Currently `node/interfaces.cpp` uses a mix of `gArgs` vs `m_context->args`. This is fine, because outside of tests those should be identical. However, it makes the code inconsistent and harder to use in tests.

  Fix that by using `args` from the context consistently. Do the same in `init.cpp`, where `gArgs` and `args` are inconsistently used in the same scope or even line.
