Most/every facility will provide a fuel cycle service that has a cost that is separable from the costs of material flows. E.g. an enrichment facility has a cost per SWU. Design a general model to accomplish this for implementation in Cyclus. **It may include parameters such as:** initial capital cost throughput capacity financial parameters (e.g. discount rate, tax rate, etc) O&M costs non-material costs (e.g. electricity in an enrichment facility) other?? This milestone largely begins with a paper task: writing down an effective mathematical model of what needs to be implemented (which should be reflected in a corresponding CEP). Once that's been decided on, an implementation of this model can be progressed in parallel to the CEP. This may require some changes to the way that Cyclus works under the hood.
