Here are the 3 approaches for handling migration to the OVS firewall driver https://github.com/openstack/neutron/blob/master/doc/source/contributor/internals/openvswitch_firewall.rst#upgrade-path-from-iptables-hybrid-driver . 2 of these options are disruptive, 1 involves rolling updates and live migrations.
