Go 1.22 introduces language simplications which can be leveraged and linters which can make use of it. Signed-off-by: Derek McGowan <derek@mcg.dev>

Updates minimum go version to 1.22 which is used by updated linter and supports some new syntax.
Updates golangci-lint to latest, 2.6.2 and migrates config
Bumps golangci/golangci-lint-action from 6 to 9.
