docs: add upgrade guides for aws and azure

Summary

Documentation for upgrading Terraform from 1.5.7 to 1.13.5 for both AWS and Azure deployments.

Changes

• Added Terraform upgrade section to the Update guides with a shared overview and cloud-specific pages for AWS and Azure
• AWS: documented S3 native state locking migration (DynamoDB removal), Terraform registry module version updates, and EKS two-step Kubernetes upgrade (1.33 → 1.34 → 1.35)
• Azure: documented provider version updates across all three modules (platform, remote-backend, ai-models) and AKS Kubernetes upgrade (1.33.5 → 1.34.2)
• Added Terraform Upgrade card to the Update section overview page
• Added azurerm, azuread, azapi to the spell checker dictionary

Testing

• Tested locally with npm start
• All pages render correctly
• Images display properly
• Internal links work
• Sidebar navigation works

Quality Checks

• npm run check passes (typecheck + lint + commitlint)
• No MDX compilation errors
• No raw angle brackets (<text> must be `<text>`)
• Sidebar references document IDs (not filenames)
• Images stored locally next to content (not in static/img/)
• Commit messages follow Conventional Commits
• No secrets or credentials in documentation
