Summary
Customer reviewed developer docs and attempted to use waiting room for DDOS protection/maintenance page, they claim the developer docs state this is a valid use for the product however in practice there are limitations not mentioned
Waiting Room takes a few minutes to propagate when first created
Only new users are queued, active users are not
