Implements MG-04 — Hydrogen Gas Alarm Progression for sis02_energy.

Changes:

• ENG-02: Extended scenario-timer-dispatcher.js with startOnGlobal
  and cancelOnGlobal support — timers stay dormant until trigger
  variable fires, cancelled immediately on cancelOnGlobal variable
• Added h2_advisory timer (T+22m): sets hydrogen_alarm=true after
  anomaly_detected, cancelled by esd_activated
• Added h2_evacuation timer (T+40m): sets facility_evacuated=true
  if esd not pressed, cancelled by esd_activated
• Added Priya radio messages for both escalation steps
• Updated alarm-panel H2 GAS lamp to 3-state:
  NORMAL → ADVISORY(amber) → EVACUATE(red flash)
