Update pipeline environment configurations

Summary

This PR updates the CI/CD pipeline environment configurations across all deployment regions.

Changes

Updated Files

• .github/workflows/cn-gamma.json - China gamma environment
• .github/workflows/cn-prod.json - China production environment
• .github/workflows/gamma.json - Global gamma environment
• .github/workflows/prod.json - Global production environment

Key Updates

• New regions added: ap-east-2, ap-southeast-5, ap-southeast-6, ap-southeast-7, ca-west-1, il-central-1, mx-central-1
• ARM64 support enabled for regions that previously had it disabled (ap-south-2, ap-southeast-4, eu-central-2, eu-south-2, me-central-1)
• Updated resource names with new naming convention for artifacts buckets, CloudFormation execution roles, image repositories, and pipeline execution roles
• Standardized naming patterns across all regions for consistency

Testing

These are infrastructure configuration changes for the deployment pipeline. The changes update IAM roles, S3 buckets, and ECR repositories used during deployments.
