Adds a Scaling and governance rules section to CLAUDE.md pointing session work at docs/specs/scaling-and-governance.md: check Section 1 before proposing a new record, never delete/reuse an ave_id, never retroactively edit frozen versioned schema/dist files. Part of the cross-reference sweep following #80.
