feat(resources): show current plan in panel

Summary

• surface the active conversation plan as a dedicated section between Sources and Outputs
• reuse the existing conversation plan model without persisting plans as task resources
• keep the compact composer plan only when Resources is closed or unavailable
• preserve permission and question prompts in the composer dock

Responsive behavior

• wide layout: show PLAN in the independent Resources column
• narrow layout: show PLAN in the anchored Resources popover
• closed Resources surface: restore the compact plan above the composer

Verification

• pnpm check:ci
• pnpm test (285 files passed, 2240 tests passed, 1 skipped)
• live Desktop mock validation at wide and narrow widths
