@abstractdog , can you review this on priority! as jenkins is failing because of dlcdn has remove maven 3.9.14 because 3.9.15 is released. I have moved from dlcdn to archive.apache.org. I couldn't find any other version agnostic way which points to latest.

Maven 3.8.9 and below is EOL https://maven.apache.org/docs/history.html#maven-3-8-x-and-before

yeah, this is not the first time we hit problems with dlcdn, even if it's faster than archive (as dlcdn stores only certain/latest versions)
this patch stabilizes the precommit in the long term
