What does this PR do?

This PR adds a Tamazight (Latin script) translation of the main README.

  • Created README.ber.md with translated content
  • Added Tamazight to the language navigation in README.md

The goal is to make the project more accessible to Tamazight-speaking developers across North Africa, where the Latin script is commonly used in technical contexts.
