What this PR does / why we need it:
New TESTING.md file dedicated to documenting Anchore Engine testing. This first iteration includes instructions on how to run tests locally. In future iterations, information on new testing practices and procedures will be added as they are developed.
The purpose is to provide instruction for new and existing team members on how to run tests.
