Follow-up to #51: bump to
v0.4.0instead ofv0.3.1(nov0.3.1tag has been pushed).Rationale: #49 changes the CPU count requested by existing jobs that relied on the single-CPU fallback, and #50 drops Python 3.9 — both are backward-incompatible, so a minor bump is warranted.
Note: luckily,
v0.3.1was never tagged.
