Broke the labeler when I added
max-files-changed. Turns outmax-files-changedwas released last week https://github.com/actions/labeler/releases/tag/v6.1.0 so we need to upgrade labeler to v6.v5 also runs on node 20 which is deprecated in github actions so probably a good idea to upgrade to v6 anyway.
