Added a definition for Waveshare ESP32-S3-Tiny-N8R8 board.
It is similar to older ESP32-S3-Tiny, but uses ESP32-PICO-N8R8 chip.

Also returned dualboot for 8MB+ boards. According to Dan Halbert, it was turned off by mistake.

Tested by flashing my board and ensuring it works.

CI doesn't like duplicate VID/PID.
Do we really need a separate PID for the same board, but other chip variant?

Yes, because we recognize different boards with different capabilities (in this case flash and PSRAM). I think you can submit a PR at https://github.com/espressif/usb-pids. Other Waveshare boards have been registered by non-Waveshare folks, it looks like.
