I ran into a device that requires both the hardware and software handshake to be enabled to communicate.
I don't know why they did this, but a surprising number of libraries don't support it.
Microsoft .NET does support it with the
System.Io.PortsAPI, so it's not completely unprecedented:https://learn.microsoft.com/en-us/dotnet/api/system.io.ports.handshake
