chore(antd): bump ant-core to ant-cli-v0.3.1 (0.11.2) - #225

Moves antd onto the ant-core 0.5.0 release (tag ant-cli-v0.3.1) and the ant-protocol 2.3.0 line. The direct evmlib dep moves 0.8.1 -> 0.9.0 to match ant-core's line — leaving it would put two evmlib copies in the lock and type-skew evmlib values passed into ant-core APIs. Crate version bumped to 0.11.2 ahead of a v0.11.2-rc.1 release tag. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
