Retry only npm dist-tag and provenance metadata lookups during the short registry propagation window after publication. Package installation and consumer builds remain fail-fast. Adds unit coverage for transient 404 recovery and retry exhaustion, and records the successful next Trusted Publisher release in the RC readiness evidence.
