Introduce a reusable workflow for deployments.

Advantages:

  • We can provide safe defaults to jenkins-job-results-checker, but also introduce new features across the board
  • We can by default ensure reasonable rules, such as "production deployments only from main"
  • Handle runner-specific issues for all services transparently (such as timeouts)
  • Handle deployment-specific issues for all services transparently (such as concurrency)
