Palm trees don't sway in the fog

Bug Description

Palm trees don't sway in the fog. They do sway when you "discover" them. On Generals all trees don't sway in the fog.

Also happens on Retail.

Reproduction Steps

1. Start a skirmish on Red Rock
2. Scroll to a Palm tree on the map
3. Notice how it's static
4. Move unit to them to notice the animation starts
5. Move unit away to notice the animation stops
