A run that fails to resolve the reusable workflow produces no jobs, and GitHub refuses to retry a jobless run. Every public repository's gate was in exactly that state while github-policy was private, so there was no way to re-verify one after the cause was fixed without pushing a commit. A run that fails to resolve the reusable workflow produces no jobs, and GitHub refuses to retry a jobless run. Every public repository's gate sat in exactly that state while
github-policywas private, so there was no way to re-verify one after the cause was fixed without pushing a commit.Opening this PR also serves as the end-to-end verification that making
github-policypublic unblocked the gate in public repositories —rustnzb's gate last failed on 2026-08-16 for precisely that reason.🤖 Generated with Claude Code
