Add input validation to cyclic_sort

Describe your change:

This pull request adds input validation to cyclic_sort to prevent invalid inputs from causing infinite loops or incorrect behavior.

Changes made:

• Raise a ValueError when the input contains duplicate values.
• Raise a ValueError when values are outside the valid range 1..n.
• Updated doctests to include the new validation behavior.
