A functional area is the modelling construct used to represent a capacity domain within the framework. It combines capacity domain + activity definition + workload derivation + capacity conversion method + assumptions.
A _functional area_ is how the model represents a specific type of capacity. It brings together everything needed to model it: what kind of capacity it is, how activity is defined, how workload is calculated, how that workload gets converted into capacity needs, and any assumptions built in.

e.g. BAYS_AE, BEDS_CRITICAL_CARE, ROOMS_MATERNITY_BIRTH, SPACES_SDEC.
Examples of functional areas include: A&E bays, critical care beds, maternity rooms, same-day emergency care (SDEC) spaces.
