DOCS-1307 - Document how to create playbooks using Mobot

Purpose of this pull request

This pull request documents how to create, edit, and modify playbooks conversationally using Mobot, the AI Playbook Assistant built into the Playbooks editor, and publishes the accompanying service release note.

Select the type of change

• Minor Changes - Typos, formatting, slight revisions
• Update Content - Revisions, updating sections
• New Content - New features, sections, pages, tutorials
• Site and Tools - .clabot, version updates, maintenance, dependencies, new packages for the site (Docusaurus, Gatsby, React, etc.)

All review feedback addressed: duplicated create-playbook steps trimmed to a reference back to steps 1–5, release note title/scope fixed, filename renamed to match its category tag, and example prompt/reply text wrapped in inline code. LGTM.

Also, there is a way to build the playbook in one go, the user will have to explicitly ask for it, do we add it somewhere in the doc as well ? cc - @rohit-sumo
