Adds the canonical TestForge operation that installs repository line-ending policy before the first real commit. The bootstrap writes LF policy files and a SHA-pinned TestForge workflow, is idempotent, preserves root byte-custody repositories, and refuses to overwrite a differing contract.
The new five-case bootstrap suite passes, the canonical line-ending verifier passes, and the staged diff is clean. The broader local suite's product assertions passed but an existing Windows temporary-directory teardown intermittently returned WinError 32; GitHub CI remains the independent full-suite gate.
