Primarily a dependency and version bump with no functional code changes in this repo; risk is limited to behavior changes introduced by the new Coana CLI release.

Overview
Bumps the bundled Coana CLI used by socket-cli from 14.12.182 to 14.12.183 and rolls the package version to 1.1.64.

Updates CHANGELOG.md with a new 1.1.64 release entry and refreshes pnpm-lock.yaml for the new Coana resolution (including updated lock metadata such as a prebuild-install deprecation note).
