Captures the architecture, source layout, supported subset, conventions, versioning/release process (Trusted Publishing + manual approval + auto GitHub Release), the enforced PR workflow (merge commits only, required test check, label-driven release notes), and the deliberately-local, never-committed docs/ directory. Excluded from the published crate via Cargo.toml `exclude`.
