Add batched tridiagonal solver with Kokkos parallelization

This PR adds a batched tridiagonal solver that handles multiple independent systems in parallel.
Both cyclic and non-cyclic boundary conditions are supported, with optional batch stride and offset for flexible integration (e.g. solves on even or odd numbered systems).
