Adds a plugin to get information about systemd services via dbus. This can be used in artifacts instead of execve and prevent_execve can be enabled.

The artifacts will use the systemctl plugin if the client binary has it. Otherwise they will use the execve plugin to call systemctl.
Prevents overriding the client config to bypass prevent_execve.
