…gerFactory Implement LicenseRefreshStrategy trait with NopRefreshStrategy (Community fallback), LicenseManagerFactory (SPI discovery + AtomicReference caching + config-driven mode), LicenseExecutor with DqlRouterExecutor wiring, and case-insensitive parser rules. Refactor LicenseManagerSpi to use buildStrategy/createStrategy pattern and simplify ExtensionApi to delegate to the factory.
