What changed

Prepare Roomote 0.16.0 by applying the minor version bump and publishing the audited release notes for custom automations, expanded CI Failure Triage coverage, broader Suggest Ideas destinations, and reliability fixes.

Why this change was made

The features and fixes merged to develop since v0.15.0 require a single product release artifact. The release script consumed all pending changesets and generated the canonical root version and changelog entry.

Impact

Squash-merging this PR cuts Roomote 0.16.0 on develop and automatically opens the frozen Promote v0.16.0 to production PR against main.
