This has moved to the scratch frame package
Include new commands for interacting with the Scratch frame
I've kept this in the parent repo as it includes instructions about docker. I've removed extra detail about port as it's clear from the example

Improve documentation around new Scratch Frame project

I also removed a dependency that is no longer required in the root project. See commits for more.
