Proposed Changes
This PR updates all deps for Blockly and the root package.json (but not the docs package, because I have no familiarity with it) to the latest available versions. I ensured that Blockly still builds and runs (which it should, because all the dependencies are dev dependencies!), and that
npm run testworks, which exercises the bulk of our infrastructure, and surfaced the need for a few fixes. A couple adjustments were made to the lint config to fix or disable new checks.
