Why does the dlls need to be copied when they are added to the PATH?

It seems that Windows is searching for DLLs in this following order 1) the directory containing the .exe we are running 2) System32 3) PATH directories.
So, if we do not copy the dlls to build/bin folder, MIGraphX will use HIP libraries from System32 instead of the ones from the PATH.

And also, I just realized that these dll names are probably ROCm version dependent, I will modify instructions to exclude the version sufix, to make it more general.

But I thought rocm was installed in C:/opt/rocm? Why would it be found in System32?
lso why do we add C:/opt/rocm to the PATH if it doesnt search the path?

@ppetrovi-amd We should not copy the DLLs to the build folder. Please remove that section and add a section on installing MIGraphX.
cmake --install . --prefix <install_dir>. This will copy all required DLLs to the install_dir.

CMake 4.x is fine too. I see no issues when using CMake version 4.x. I would recommend using the latest CMake since the 3.x is deprecated now.

Python 3.13 and 3.14 both are working fine, too. For the recommendation, I would rather say that we tested with the particular version of Python instead of the incompatibilities of a certain tool. We use Python not only to run cget. CMake uses Python scripts to build MIGraphX, too.

We temporarily chose this location when we were porting ROCm components to Windows. I prefer not to make it "a standard". I would rather say "Extract the content to the location of your choice", and give an example similar to: "later we use C:\opt\rocm in the document". Explicitly requesting a specific folder for the HIP SDK may foster a sense of conviction, as this is the desired location. Otherwise, it will not work. That is not true.
The note you added below will complement that naturally.

Actually, do not mention c:\opt\rocm at all. Instead add here to create HIP_PATH and ROCM_PATH evironment variables when using TheRock: HIP_PATH=<therock_hipsdk_install_dir>\llvm and ROCM_DIR=<therock_hipsdk_install_dir>

Please be very specific here "... to the CMake build configuration command." Both paths, C:\opt\rocm and the user-chosen path, require adding them to CMAKE_PREFIX_PATH.
With HIP_PATH and ROCM_DIR set as I mentioned above, you do not need to set CMAKE_PREFIX_PATH like so at all.

Users should set CMAKE_PREFIX_PATH and not environment variables. If the env variables are required to build then we should file bug reports and cleary mentioned which compoents are broken and need the environment variables.

That would complicate setting up the toolchain on Windows for users. By default, on Windows, applications are installed in C:\Program Files\, but that can be any arbitrary directory. With the CMAKE_PREFIX_PATH, a user needs to know the exact location of the HIP SDK installation and its directory structure. None of the Windows compilers do that (for example, Rust uses VS env vars, because it requires MS build tools to compile code). The same is for HIP SDK - it needs MS build tools to compile code. The common practice is to configure the environment for the compiler and provide all the information via environment variables and/or registry keys, so the experience is out-of-the-box.
Visual Studio uses a PowerShell or a Batch script to query the registry for information and to configure the environment before use. The HIP SDK for Windows installer uses HIP_PATH to point to the location HIP SDK is installed.

But cmake will not search for dependencies along the HIP_PATH. It will search for the compiler using HIP_PATH but not when doing find_* commands. That is why CMAKE_PREFIX_PATH needs to be set.

Instead, we should create rbuild.ini with the Windows section. That will simplify the command line. rbuild, by default, searches for the [windows] section on Windows.

Motivation
Enable users to build MIGraphX on Windows using TheRock ROCm. Previously, there was no documentation for Windows builds with TheRock, making it difficult for developers to set up MIGraphX on Windows systems.
