The build_flat_gather_indices function at lines 1137-1195 iterates over all output elements and performs expensive operations (multi-index conversions, vector copies, shape indexing) for each element. This could be a performance bottleneck for large tensors. So doing s.to_dynamic().dyn_dims() will throw an error that calling dyn_dyms on static shape. This should fixed that.
It seems like we make a scalar using empty dims using a dynamic shape, but a static shape is different. I would like to change this so we define scalar properly but its beyond the scope of this PR.

Yea we could move this someplace else when we need it. Most likely, we should just move it the op builders. That can be done in a later PR when we need it.

Motivation
Analyze the indices of gather and rewrite it to transpose/reshape/broadcast/slice which can be more easily aliases or fused.
Technical Details
The analyzes the skips in indices and turns it into a shape of strides and an offset that represents that gather operation. The shape is then turned into a series of transpose/reshape/broadcast/slice operators to reproduce that strided access.
Not all sets of strides can be represented using those operators. We need to add an operator like pytorch's
unfoldto handle more of these cases in the future.Since it can take time to analyze the indices, there is a flag to enable it so we can only run it once.
