Adds a `dev` Dockerfile stage and compose.dev.yml so the WHEEL server can be built, run, restarted, and have its client rebuilt inside Docker without a full image rebuild for routine source edits. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com> (cherry picked from commit 54121fc)
